In the world of phantom thieves, one ponytail stands out from the rest—the uncapturable Saint Tail! She is not only known for using crazy magic tricks during and after her heists, but also for stealing back items that were wrongfully obtained. This infamous enemy of the law is the secret identity of Meimi Haneoka, a 14-year-old student attending Saint Paulia's Private School. With the help of her nun-in-training friend, Seira Mimori, Meimi assumes her alter ego during the night to help those in need.

Ryou and Keiichiro Akasaka, the owner of a pink cafe called Cafe Mew Mew, planned to take the DNA of five Red Data Animals and use them as biological weapons by injecting them into Chimera Anima—an experiment they called the Mew Project. But due to an earthquake the day before, the DNA was accidentally shot into Ichigo and four other girls that she met outside the museum instead!
Now a "biological weapon," Ichigo must fight against the aliens and find her potential teammates—all while keeping her feline identity a secret from Masaya.

The typical Kochikame plot involves Ryou-san coming up with a money-making scheme by inventing a new gadget or capitalizing on a fad, achieving great success, calling on Nakagawa's help as things turn sour, and finally losing it all as the fad runs out of steam or out of control. While the plots are gag-driven, much of the humor comes from the juxtaposition of mundane characters with the bizarrely incongruous (Nakagawa's wealth, Maria's appeal, everyone's lack of actual police work), most of which is never explained or rationalized in the slightest.

Before official serialization in Monthly Shounen Jump started (2003-07), the first three chapters were published in Monthly Shounen Jump Special Issue "Gokujou," (2000-2001) and the 5th chapter in "Jump Original" (2002). The 4th chapter, about Kurohime's past, was never published because it was deemed inappropriate to release at that point in the serialization and instead was remade and used later on. From chapter 48 (vol.15) onwards, serialization moved to Jump SQ's official website. The chapter count restarted from chapter 1 in the 2nd volume.
Mahou Tsukai Kurohime had fourteen volumes printed in English under the title Kurohime by VIZ Media from September 4, 2007 to November 4, 2009, before the series was dropped.
